CITY OF SALINAS
CITY CHARTER

Salinas' charter system, adopted in 1918, allows residents to control city government structure and municipal services, producing independence in non-state matters.

FORM OF GOVERNMENT

The City Council has six members, elected by district for four-year staggered terms on a nonpartisan basis. The mayor is elected at large and serves two years.

The council-appointed city manager is responsible for all city departments except for the appointed city-attorney's office.

As in most council/city manager type governments, the city council legislates policies, enacts ordinances, approves the budget and appoints advisory boards and commissions.

The Salinas City Council meets each Tuesday at 4:oo pm and 7:30 pm at City Hall, 200 Lincoln Avenue, Salinas.
